The role of railway regulators is under scrutiny. Instrumental in ensuring everyone plays fair, in European Union (EU) member states (MS) these bodies are expected to actively participate in helping the European Commission (EC) achieve its goal of creating a single rail market by removing, or at least lowering, existing barriers hindering progress.

Greater technical harmonisation of rail systems, the development of key cross-border rail routes, and the opening up of national freight and passenger markets to international competition all form part of this drive.

Little wonder rail regulators across the Union are under increasing pressure to monitor the health and safety performance of the industry, as well as ensuring it is competitive, fair, and provides value for taxpayers and customers.
